Hoover catalogs part 40201190 as a two pack of its 38528040 agitator belt, a flat belt for the Elite and Legacy upright range. A flat belt fails by stretching rather than by snapping, which is why the first sign is almost never a loud one. The brush roll turns slower relative to the motor driving it, carpet pickup drops off, and the machine still sounds normal while it does less work. A burning rubber smell arrives later, once the belt is slipping on the drive pulley outright, and by then it is well past due.
Because the loss is gradual, the practical approach is to keep the second belt from the pack on hand and change on a schedule rather than waiting on a symptom.
