A foot pedal at the base of the Bissell PowerLifter, including the Pet version, lets the upright fold back to reach under furniture. Part 1604128 is that release pedal.
Made of plastic and struck by a shoe thousands of times over the life of the vacuum, the tabs holding the pedal in its housing are usually the first thing to give out. Once they crack, one of two things happens: the handle stays locked upright no matter how the pedal is pressed, or it releases fine but refuses to catch again, so the machine tips forward the moment it is let go. A pedal that is starting to fail can be more annoying than one that has quit outright, since it works some presses and not others depending on exactly where the shoe lands. Treat a pedal you find yourself pressing twice or at odd angles as the early sign, rather than waiting for it to stop responding altogether.
This part fits Bissell models 1307, 1309, 1309R, 1309W and 1793. Snap a picture of the pedal and the small parts around it before removing anything, since putting those small pieces back correctly is the step that trips people up, not the swap itself.
The new pedal presses into place on the original pivot. Work a few press-and-release cycles with the housing still open, before the last screw goes back in, to confirm the mechanism resets cleanly and catches the handle the way it should, which saves a second disassembly if anything needs adjusting.
