The Hard Floor Expert canisters take part 1602086 after the motor, the last stage air passes through before it leaves the machine. It is an unwoven cloth filter, and Bissell lists it for the 1154 and 1154W as well as the 1161 and 11618.
A post-motor filter gives none of the cues a bag does. It loads slowly on the fine dust the earlier stages let through, and the two symptoms almost always arrive before anything is visible: a musty smell at the exhaust, and a motor note that climbs as it works against the added restriction. By the time dust is visibly escaping the vent, the filter has been overdue for a while.

Seat it fully against its frame before closing the housing, since a filter sitting even slightly off its seal lets air find the gap instead of the media. Check it alongside the pre-motor sponge filter rather than on its own, because the two sit in the same airflow path and rarely reach the end of their service on the same day. A canister that has spent a season in storage is worth a filter check before it goes back into rotation, since media left sitting picks up dust from the storage space itself.
