Bissell's Hard Floor Expert canisters use this foam pre-motor filter, part 1602085, ahead of the motor. Bissell and the parts trade list it for the 1161, the 1154 and 1154W, and the cordless 2001 and 2001A, all of which take the same sponge filter.
Foam does not tear the way paper media does. It compresses and mats down, and a matted pad restricts airflow while still looking intact from the outside. The usual pattern is suction that fades over weeks rather than dropping away in one session, sometimes with the motor sounding like it is working harder for less pickup.
This one is washable. Rinse it in warm water with a mild detergent, then let it dry all the way through before refitting, since damp foam chokes airflow and holds odor. Washing buys time rather than immortality, and the common trade guidance is replacement roughly every six to eight months depending on how hard the machine works and how often the foam gets rinsed.
Judge its condition by feel instead of by sight. Squeeze it gently: foam that springs back to shape still has service left, while foam that stays compressed or crumbles at the edge has lost the structure that lets air pass evenly rather than slipping past the thinnest section.
