The wheel and axle are sold as one unit because they fail as a pair: contamination works its way into the bore over years of use, scoring the axle surface, and a wheel that once turned freely starts binding against that worn metal instead. Buying just the wheel against an already-scored axle only relocates the noise rather than fixing it, since the new wheel wears against the same damaged surface within a matter of weeks.
