This is an 11 mm E-clip, sold as part A732-2400, used across Riccar's PV series and Simplicity's MV series uprights. Shaped like the letter E, this clip is a compact spring-steel ring that seats into a cut groove on a shaft, locking whatever rides on that shaft, an axle, a roller, or a linkage pin, so it cannot slide free. Fitting one takes a light push with a flat-blade tool or a dedicated E-clip pliers until the ring seats fully in the groove; removing one is what usually sends it flying across the workbench.
These clips are among the easiest small parts to lose during a teardown, since the open end can catch a screwdriver and launch the clip well past where you are looking, so it is worth ordering more than one if you are already inside the machine. A missing E-clip on a wheel or roller axle shows up as side-to-side play that was not there before, and on a linkage pin it can let the whole assembly work loose over time.
